Voting is now open in Wrocław’s 2026 Civic Budget, with residents choosing which local projects should receive a share of a record PLN 39 million.
The vote runs until 12 October, with 106 projects on the ballot. This includes 56 local projects and 50 city-wide proposals.
Residents can vote for one local project and one city-wide project.
Green spaces, cycling and recreation dominate the ballot
Green space and recreation are particularly prominent in this year's proposals, with 61 projects in these areas. There are also 58 projects connected with walking and cycling, 19 sports projects and eight proposals involving playgrounds.
The categories overlap, so some projects appear in more than one group.
The PLN 39 million budget is divided between PLN 24 million for local projects and PLN 15 million for city-wide projects. Individual local projects can receive up to PLN 1 million, while the maximum for a city-wide project is PLN 3 million.
A total of 232 proposals were submitted for this year's WBO. Following assessment and withdrawals, 106 have reached the voting stage.
New identity checks for WBO voters
This year's vote introduces mandatory identity verification.
The change follows irregularities identified during the previous WBO vote. Mayor Jacek Sutryk said the city had reported suspected manipulation to prosecutors and had tightened the voting system as a result.
“After last year's vote, I ordered the system to be tightened. We cannot accept situations in which more than 300 votes suddenly appear on the final day from people aged 90-99, while the same IP address is used 320 times. Such cases need to be explained, which is why we referred the matter to the prosecutor's office. At the same time, we have changed the rules. This year, voters must confirm their identity, including through mObywatel, Trusted Profile or online banking. This practically eliminates the possibility of voting using someone else's personal details.”
Residents can verify their identity online using mObywatel, Trusted Profile, online banking or an e-ID.
Those who do not use these services can verify their identity in person and receive a one-time code allowing them to vote online. Verification is available at selected library branches, district council offices and mobile points.
Paper voting is also available at six municipal locations.
Who can vote in WBO 2026?
Anyone who lives in Wrocław can take part, regardless of age, nationality or whether they are officially registered in the city.
Voting is open until 12 October 2026.

With 106 projects competing for funding, the final results will decide which proposed changes receive a place in Wrocław's next round of Civic Budget investment.
